The purpose of this investigation is to understand challenges faced by underwhelming countries in executing proper ways to fully benefit from the governmental expenditures. A brief undestanding of public expenditure has been given in comparison to the developed countries. The sectors which have been taken into account by the UAE government for channelizing the public expenditure have been detailed and the findings have been used to analyse the reasons for the lack of economic growth in most of the underwhelming countries and proper suggestions have been brought forth to avoid misjudgement while allocating public expenditure.
